Well, you might have already figured this out, but it is completely seperate from magika. Your compass acts as a guage, allowing you to know how much longer your recharge-time is. It's rather simple, and the higher level shout you use, the longer it takes to recharge.

An interesting story... As I was ascending the steps to High Hrothgar, I came upon a Frost Troll, and realizing how powerful it was, I sprinted back for help from a female who was sitting in front of one of the message pillars along the journey. She died in two hits, making me realize how I needed to reconsider my strategy. Before running off to a higher place where the troll could not reach me, I looted the female's corpse and found an amulet which decreases shout-recharge-times by 20%. Me gusta.

Xavier and I both said the same exact thing when we first loaded up the game and started playing. Though we said it in a joking manner, we were actually quite serious about not wanting to scour all of the province for Nirnroot a second time.

I'm pretty sure there isn't a quest like that again, but there is a quest kind of similar to it, although on a much smaller scale. You'll come across it during the main quest.

It's in a certain Dwemer ruin the size of Detroit and with change?

I've been taking trips back and forth to loot the place for the last week. Finally found the need to bring Lydia, as a mule.... TOO MUCH LOOT!!!!

Me too, but there seems to be a glitch with the quest markers, so I'm not sure where to go to
"transcribe the lexicon."

I think you would need to "own" a piece of it. While there are places you could sleep, there is no way to possess a place there. However, you could I suppose move in to Sinderion's Field Laboratory and just dump stuff on the floor in there.

And there is always the PC version, where nigh-anything seems possible ...
